A resolution to institute merit pay in the public school system

1: Whereas, a good teacher is the single most important factor in

2: boosting academic achievement.

3: Whereas, traditional public school salaries are based on years spent

4: on the job and college credits earned.

5: Whereas, certain teachers become lethargic locked in a tenure system.

6: Whereas, offering bonuses to teachers who raise student achievement,

7: will improve the overall quality of instruction.

8: Be it resolved that the public school system begin to instituted a

9: merit based pay system.
