A Constituational Amendment to Combat Genocide

1: Article1: Upon request of any Senator or Representative, with a second

2: from 1/5th of their respective house, the US Congress will decide

3: if genocide has occurred in the region in question

4: Article2: Upon the finding of Genocide in any region by a simple

5: majority, the United States Congress shall immediately authorize

6: necessary military force upon the nation, faction, or rogue state

7: that is responsible for the genocide.

8: Article3: Upon the finding of Genocide in any region by a 2/3rds

9: majority, The United States Congress shall formally declare war

10: upon the nation, faction, or rogue state that is responsible for

11: the genocide.

12: Article4: Military Operations or Formal war shall end with a majority

13: vote in both the House and Senate.

14 : Article5: While Congress can determine that military action is needed

15 : and required, the President, as Commander and Chief, is still

16 : responsible for determining the extent of military action.

17 : Article6: All laws or sections of law in conflict with this amendment

18: shall be declared null and void
